The Keystone Pipeline** is a political football we’ve been following here at Resource Erectors for years, one that’s been in the crosshairs of controversy since its inception. We’ll also check in on the Dakota Access Pipeline (DAPL) status, also known as the Bakken Pipeline, a significant oil pipeline serving the entire United States, opposed by less than 16,000 “indigenous” folks. 

NIMBY opposition to essential energy and mineral infrastructure was an all too common phenomenon under the Democrats’ “New Green Deal” disaster. Today, KeystoneXL has approximately 50 million tons of steel in pieces lying on the ground as scrap metal at around 100 different sites along the original route. 

Still, the lawfare landscape may see a paradigm shift as the Department Of Government Efficiency shows its sharp auditing and budget-cutting teeth as the Trump/Musk alliance kicks into action in the first month of Trump 2.0.

As a stalwart ally of the energy, mining, and civil construction sectors, I’ll dish out the facts and insights on this contentious issue, tackling the US pipeline infrastructure revival and the challenges and complexities still ahead for this essential national infrastructure.

The Dakota Access Pipeline (DAPL) debacle is a stark reminder of the hurdles that pipelines face in the United States. The Standing Rock Sioux Tribe, comprising 15,500+ registered members, vehemently opposed the project, citing environmental concerns and cultural sensitivity. Though the controversy ultimately subsided, the legacy of DAPL has significance. 

While pipeline supporters advocate for a robust energy infrastructure, opponents fiercely defend the rights of indigenous communities and the environment, no matter how small or insignificant the minority or the legitimacy of its “religious” claims, where the ‘sacred’ rights of the long dead are prioritized over the needs of the living. 

In this case, the needs of the 15,500+ tribal remnants outweigh the energy needs of a nation of 335,893,238 US citizens. Fortunately, no “lawfare” action has to date caused a DAPL shutdown, as the pipeline can deliver 750,000 barrels of light-sweet crude oil daily while the lawyers battle and courts review. 

Is There a Trump Plan to Revive the Keystone XL Pipeline?

President Trump at one time expressed his intent to revive the Keystone XL Pipeline. However, we’re not seeing any movement from our current administration yet, and the Democrats’  favorite political football might just get kicked right off the oil field since conditions have changed since the first Trump term.

TC Energy’s cancellation of the project in 2021 and removing the laid steel under the Biden administration’s fossil fuel wrecking ball means a Keystone revival must start from scratch. Reinstating the pipeline involves an intricate dance of regulatory procedures, resecuring rights-of-way from landowners, conducting environmental reviews, and obtaining fresh federal and state permits. The permitting and ecological red tape is likely to be severely cut by the Trump 2.0 administration, and we’ll have more on the DOGE effect below. But will it be enough to lure 2025 investors in today’s high-production markets? 

Feasibility & Economic Viability in the US Oil Production Surge

The oil market has undergone a tectonic shift since the last Keystone XL push. U.S. production has surged, while alternative routes for Canadian oil have diminished the economic imperative for Keystone XL. The market conditions now pose a challenge for reviving the project, even if import tariffs on Canada and Mexico are implemented. 

Public and Corporate Sentiment on Keystone XL

TC Energy’s decision to spin off the project to South Bow Energy has raised questions about the willingness of any company to invest in the pipeline, given the historical cancellations and shifting politically influenced market conditions.

As of this writing, there’s no clear timeline for the Keystone XL Pipeline’s reopening, despite the current administration’s noble intentions. Even if President Trump uses executive orders to expedite the process, actual construction could take several years to materialize, considering the need to restart from scratch and address regulatory and economic hurdles. 

Reopening the Keystone XL Pipeline is not a straightforward task. Given the labyrinthine regulatory processes, the practicalities weigh heavily against a swift revival. If it happens, it’ll likely be a distant future affair once all the obstacles have been cleared. Our thoughts? US pipeline construction is crucial, and we must also prioritize responsible development while placing the needs of the many ahead of those of the very few.

Environmental Agencies Under Scrutiny

DOGE’s scope includes several federal agencies with environmental responsibilities, including the National Oceanic and Atmospheric Administration (NOAA), the U.S. Agency for International Development (USAID), and the Department of Energy (DOE). US Pipeline Performance and Safety: A Trend Analysis

As a stalwart advocate for the energy industry, I’m thrilled to dive into the latest pipeline performance and safety data. In a recent analysis of the Pipeline and Hazardous Materials Safety Administration, The PHMSA National Pipeline Performance Measures*, I’ve uncovered some fascinating trends that shed light on the evolving landscape of exemplary pipeline safety.

The data reveals a significant decrease in serious pipeline incidents per mile over the past 18 years. Starting at 0.0178 incidents per 1,000 miles in 2005, the rate has fluctuated but ultimately declined to 0.0068 by 2023. This impressive reduction in incident rates is a testament to the ongoing efforts to enhance pipeline safety.

Leading Cause of Serious Incidents

According to the data, improper human operation remains the leading cause of serious incidents. However, it’s essential to note that this trend is slowly declining. The number of serious incidents has decreased significantly over the years, with a notable drop from 2010 to 2014.

Zero Incidents in Multiple Years

Another striking observation is the presence of years with zero serious incidents. From 2011 to 2014, and again from 2017 to 2019, the pipeline infrastructure experienced a remarkable streak of zero incidents. This achievement highlights the effectiveness of safety measures implemented during these times.

Miles of Pipeline and Fewer Incident Rates

Interestingly, the miles of pipeline have increased over the years, from 111,631 miles in 2005 to 148,490 miles in 2023. Despite this expansion, the incident rate has decreased, suggesting that safety improvements have outpaced the growth in pipeline infrastructure.

In conclusion, the data paints a positive picture of pipeline safety, with a notable reduction in serious incidents per mile over the past 18 years. While improper human operation remains a concern, the data shows a declining trend. The presence of years with zero incidents and the decrease in incident rates despite pipeline expansion are also noteworthy. As we continue to push for innovation and improvement in pipeline safety, these trends offer a glimmer of hope for a safer tomorrow.
